A skirting board coming away from the wall can be a small fixing repair. A board that is swollen, soft or stained may need replacement after the moisture problem is addressed. Covering either problem with a thick bead of filler can hide the symptom without resolving it.

Why swollen MDF is different from a paint defect
MDF is not solid timber. The MEDITE MR manufacturer FAQ explicitly distinguishes moisture-resistant MDF from waterproof material: wetting should be avoided, and suitable coating is still needed in interior humid conditions. “MR” on a replacement specification is therefore not permission to leave a leak or persistent wetting unresolved.
Skirting World's material comparison explains that saturated MDF can swell and its fibres separate, with damage usually requiring replacement. That is different from a small scratch on a hard, unchanged surface. A cosmetic patch cannot be assumed to restore the original profile or soundness of softened material.
Ask the contractor to distinguish three tasks: finding and fixing the moisture source, confirming the area is suitable for reinstatement, and repairing the finish. The joinery quote may cover only the last task. A surface that looks dry does not by itself confirm the wall or adjoining floor is ready; the relevant professional should assess it.
Partial replacement or a whole wall run?
