Quick answer: A compact Dubai plunge pool can plan around AED 55,000–120,000. A standard 8 × 4 m concrete villa pool commonly needs AED 120,000–230,000 for the core build. Once consultant and approval work, a modest deck and summer temperature control are added, a more realistic planning envelope is often AED 160,000–300,000 before VAT. Premium overflow or infinity projects can reach AED 280,000–500,000+.

These are indicative 2026 market-planning ranges—not official tariffs, Bestimate transaction averages or quotes. The useful comparison is not the lowest total; it is whether each quotation prices the same approved design, waterproofing system, hydraulic plant, deck, safety and handover scope.

The range is deliberately broad. Public Dubai pages reviewed in August 2026 do not use one consistent definition of “turnkey”. Some include the shell, basic tile and filtration but exclude the chiller, deck, landscaping, consultant work, community NOC or VAT. Published provider figures are market anchors, not independently audited transactions. An AED 100,000 quote can be valid for a narrow entry specification and still be impossible to compare with an AED 190,000 quote until both BOQs show the same line items.

Calculate the project by system, not one AED-per-sqm rate

Pool cost does not scale linearly with the water surface. Pumps, filters, controls, consultant work and mobilisation remain substantial even when the pool is small. Anything outside that core must be labelled. Common exclusions are demolition and garden reinstatement, restricted-access excavation, groundwater treatment, utility diversion, premium mosaic, cooling/heating, salt or UV upgrades, deck beyond coping, landscape, irrigation, water features, safety fence, cover, home automation, refundable community deposits and VAT. “Turnkey” without an exclusions schedule is not a complete commercial description.

Concrete, fibreglass, skimmer, overflow or infinity?

This is the most flexible mainstream villa option. Water is drawn through wall skimmers and returned through inlets. Shape, steps and benches can be customised, but the shell, joints and waterproofing require disciplined inspection. Ask whether the basic price includes a structural design and the exact internal finish allowance.

Fibreglass shell

A factory shell can shorten site installation, but the selected model, delivery path and crane position must be confirmed before promising savings. Restricted villa access, road permits or boundary lifting can erode the advantage. Catalogue dimensions also limit late design changes.

Perimeter overflow and infinity edge

These are hydraulic systems, not just decorative edge details. They add a channel or catch basin, balance tank, level controls, extra pipework and precise structural levels. On a sloping or view-facing plot, retaining and foundation design may matter more than pool area. Treat the calculator result as feasibility only until the consultant has surveyed the levels.

Why tile area is larger than the pool footprint

For a simple rectangular pool, an initial wet-area check is floor: length × width, plus walls: 2 × (length + width) × average depth. Then allow for steps, benches, a sun shelf and detailing. An 8 × 4 m pool at 1.5 m average depth has about 68 sqm of floor and wall before those details—more than double its 32 sqm water surface.

That distinction matters when standard ceramic is already included and the quote charges only the upgrade. Public 2026 provider pages place ceramic around AED 180–280/sqm, porcelain around AED 280–450/sqm and glass mosaic around AED 600–1,400/sqm. Do not multiply the entire premium rate and then add it to a base quote that already contains ceramic; compare the documented upgrade difference.

Approvals changed in 2026: confirm the route before excavation

Dubai Law No. 2 of 2026 took effect on 1 June 2026. Article 11(a) says a swimming pool may not be constructed until its plans and design are approved and expressly includes private residential villas. The Arabic legislation is authoritative; the official English announcement provides context.

The path is not identical for every plot. Dubai Municipality, DDA, Trakhees or another development authority may be competent, and a managed community may require a separate home-modification NOC. A developer NOC does not replace government approval. Ask the appointed consultant to identify the authority, master-developer requirements, drawing signatories, inspections, completion documents and any utility submission in writing.

Dubai Municipality’s pool-plan guidance expects more than a garden sketch: setting-out, plan and sections, depths, access, deck, barrier, pipe and pump-room layout, electrical diagram, treatment equipment, drainage/backwash route and turnover calculations. Do not publish or accept one universal setback or fixed “Dubai pool permit fee”. The property’s approved plan, jurisdiction and community rules control. The AED 8,000–25,000 used in this guide is a broad market allowance for consultant, drawing, NOC and authority work—not an official tariff. A separate DEWA NOC is also not automatic; it depends on the permit and utility scope.

Safety, deck and plant-room scope affects the price

For concept budgeting, allow a continuous 1.2 m non-slip deck or walkway, but let the approved drawing control. The Dubai Building Code states a 1.2 m villa-pool walkway and drainage fall, while the newer pool-plan guideline gives a 1 m private-pool minimum. Using the more conservative value avoids designing a pool that consumes the safety zone. The barrier should be at least 1.2 m with a self-closing, self-latching gate under current DM guidance. Do not assume a cover automatically removes that requirement.

Hydraulic and electrical details belong in the first quote. Current DM guidance includes two circulation pumps, a maximum four-hour turnover period, chlorine feeding or automatic dosing, protective electrical arrangements and low-voltage underwater lighting. Backwash disposal needs an approved route and must not be sent into a septic tank. These are design inputs, not items to improvise after the shell is tiled.

The plant room or engineered equipment cabinet should have safe access, drainage, ventilation, lighting and enough clearance to remove a pump, open the filter and service valves. Ask for pump and filter make, model, duty point and warranty—not only horsepower. Cooling and heating capacity should state pool volume, target temperature and design ambient conditions. A cheap plant package that cannot be maintained is not a saving.

Temperature control is optional, not a universal legal requirement. It can materially improve summer or winter use, but correct sizing and electrical capacity matter. Likewise, salt, UV and ozone are not shorthand for “chemical-free”; the approved disinfection strategy and operating instructions still need to be clear. Confirm whether each price includes 5% VAT. Public market pages often do not say.

A sensible end-to-end allowance is 10–18 weeks for a straightforward concrete villa pool and 16–24 weeks or longer for a complex project. A “six-week pool” advertisement may refer only to site work after approvals. Require a programme that identifies design, submissions, procurement, inspections, tests, curing, fill and handover—not only a completion date.

Use payment milestones tied to evidence

There is no universal percentage schedule. Tie payments to observable deliverables: approved drawings; mobilisation and set-out; inspected reinforcement and shell; successful waterproofing and pipe-pressure tests; installed named equipment and finish; then commissioned water, as-built information, manuals, warranties and closed snags. Retention, defect response and variation approval should be written before work starts.

Do not release a stage payment because a calendar date passed or materials appeared onsite. Ask for photos and test records before waterproofing, tile or deck hides the work. Any provisional sum—rock, groundwater, utility diversion, additional concrete or imported finish—needs a unit rate and written approval process. This is where two similar headline quotes can diverge sharply.

Plan about AED 120,000–230,000 for a standard concrete core build. With common consultant and approval work, a modest deck and summer cooling, a realistic feasibility budget is often AED 160,000–300,000 before VAT. Site access, ground and specification can move it outside that range.

Can an 8 × 4 m pool really cost AED 90,000–130,000?

It can, but confirm what the offer excludes. The authority route, pump room, waterproofing test, chiller, deck, safety barrier, garden reinstatement and VAT may sit outside the headline price.

Is fibreglass cheaper than concrete?

Published fibreglass planning ranges are often AED 75,000–180,000 and installation can be faster. The actual advantage depends on catalogue shape, transport, crane access, base preparation, backfill and external works.

How much extra is an infinity edge?

Public guides commonly show a significant premium, but no fixed percentage works for every plot. The catch basin, balance tank, structural edge, waterproofing, hydraulics and site levels must be designed. Premium infinity or overflow projects often plan around AED 280,000–500,000+.

Do I need permission for a private villa pool?

Yes. Dubai Law No. 2 of 2026 expressly requires approved plans and design before constructing a pool, including a private-villa pool. The authority and community NOC route depend on the property.

Is a pool chiller mandatory in Dubai?

No universal legal requirement was identified. It is an optional usability choice. If selected, compare duty at the project’s pool volume and design conditions, electrical scope, controls, bypass, commissioning and warranty.

Where should the pump and filter go?
